Noisy neighbors can cause disturbance and stress, affecting your sleep and mood at home. There are many ways to handle this without angrily confronting the neighbour as they might be clueless about the noise they have been making.
Talk to your noisy neighbour
The first step you can take is to talk directly to the offending neighbour. Be polite and courteous so as to put him or her at ease and make it easier to resolve the issue. Do not take a combative or abusive tone – this will complicate or even aggravate the situation. Very often, the offending neighbour is not even aware that the noise levels are affecting other residents.
Soundproof your home
A non-confrontational method is to sound-proof your home from outside noises. With expert help, the amount of outside noise intruding your home can be significantly reduced. Beyond shutting out a noisy neighbour, you can also shut out traffic noise and other neighbourhood sounds. See Soundproof Your Doors and Windows article.
Seek mediation
An informal way of mediation is through a mutual neighbour who is willing to speak on your behalf. Usually, the offending party will become more considerate and thoughtful once a mutual neighbour intercedes. Nobody wants to be the bane of the neighbourhood.
Alternatively, you can seek mediation through the Residents’ Committee in your HDB neighbourhood. If you are living in private housing, you may want to bring the matter up to the estate management.
You can also go to Community Mediation Centre (www.cmc.gov.sg) which is a department under the Ministry of Law.
File a Magistrate Complaint
If mediation fails, you should consider lodging a formal written complaint at the Magistrate’s Complaints Counter at the Crime Registry of the Subordinate Courts.
Call The Police
If the above options fail, and especially if you feel threatened or harassed by your neighbour, report the matter to the police. It will help if you note down the specific times where your neighbour was noisy. This will help the police in their investigation.
